Chicago Housing Authority Issues RFQ

The Chicago Housing Authority has issued a request for qualifications to pre-qualify companies to supply wholesale power to the CHA's housing units. The authority's demand averages 21 MW per month and load factors are typically 75 to 80 percent. CHA said it is seeking the wholesale power contracts because of FERC's recent order opening power sales to competition.

The CHA is a municipal utility and, thus, is entitled to transmission services from Commonwealth Edison Co. The Authority owns and operates the distribution system that serves a large portion of its 40,000 low-rent housing units. As a retail distributor of electricity, CHA is exempt from regulations by the Illinois Commerce Commission. The Authority currently is served by Common-wealth Edison.
